Rupesh Kumar Meena, an IPS officer allocated to Tamil Nadu cadre in 2004, sought reallocation to a Rajasthan cadre 'insider' vacancy after two senior candidates declined it. He filed his claim six years later, in 2010. The Supreme Court dismissed his appeal, holding that cadre allocations must attain finality once made. Allowing retrospective changes after more than two decades of service would disrupt settled allocations and create administrative chaos. The Court emphasized that claims for cadre reallocation must be timely and grounded in clear illegality—neither applied here.
