A union of Class IV employees (sweepers, helpers, etc.) employed through contractors by the Rajasthan Secretariat for over 15–20 years sought weightage for past service in a 2011 recruitment drive. In 2003, the High Court had recorded a settlement granting this. The Division Bench set it aside, citing Uma Devi's ruling against automatic regularization. The Supreme Court allowed the appeal, holding that Uma Devi prohibits only automatic regularization without proper recruitment, not weightage for actual past service in regular selection. The Court directed the State to conclude recruitment and apply agreed weightage, determinable by rational policy.">
