Appellants challenged this as arbitrary and discriminatory. The Supreme Court upheld the restriction, holding that the State policy is justified because employees trained within Rajasthan acquire special knowledge of the State's unique conditions, terrain, and health requirements. The Court found this intelligible differentia rationally linked to the policy's object and that courts should not interfere with policy decisions unless they are demonstrably capricious or arbitrary.
