Between December 1992 and March 1993, Mumbai experienced severe communal violence and terror attacks causing approximately 900 deaths, 168 missing persons, and extensive property destruction. A Commission of Inquiry chaired by Justice B.N. Srikrishna made recommendations for police accountability, compensation, and reforms. This judgment holds that the State Government must fully implement these accepted recommendations. The court directed payment of compensation with 9% annual interest from when payments should have been made, established a monitoring committee to trace missing persons and ensure compensation disbursement, and mandated completion of pending criminal trials and efforts to apprehend absconding accused.</summary_100> </invoke>
