Shreyans Industries Ltd and other electricity consumers challenged surcharges levied for not converting from 11 KV to 66 KV power transmission. The Supreme Court held that the 2004-2005 surcharge violated natural justice: it was introduced via corrigendum after public hearings concluded, denying consumers notice and hearing opportunity. The Court set aside 2004-2005 surcharge bills and ordered proportionate adjustment. Surcharges for 2005-2006 and 2006-2007 were upheld as procedurally sound. One appellant claiming prior conversion payment tender was allowed to pursue the claim before the authority. All appeals were allowed to the limited extent indicated.
