A truck owner's insurance claim for fire damage was rejected by the insurance company and a consumer commission, then reversed by the National Commission on the ground that authorization fees for the vehicle permit were not paid. The Supreme Court allowed the appeal, holding that authorization fees are only payable when a vehicle travels outside its home state. Since the truck caught fire within Bihar (its registered state), no authorization fee was required. The Court directed the insurance company to pay the full claim amount plus 9% interest per annum from the date of the complaint until actual payment, within 60 days.
