The Court held that such a mandatory statutory association lacks the necessary locus standi because it is neither a 'consumer' nor a 'recognised consumer association' under the Consumer Protection Act, 1986. Unlike voluntary associations formed by independent choice, a mandatory association created by law cannot qualify as a 'voluntary' consumer association. The appeal was accordingly dismissed.
