The respondent sought to convert agricultural land to non-agricultural use in Goa. Although the conversion was initially approved in 2013 under one fee structure, the respondent later challenged the conversion charges after payment, claiming they should be assessed under amended post-2013 rates. The Supreme Court held that the applicable charges are those in force when the decision to grant sanad (title deed) is taken, not subsequent amendments. The respondent had waived his right to appeal, executed an indemnity bond accepting the charges, and paid the fees. His subsequent challenge was barred by his own conduct and acquiescence. The writ petition was dismissed and the appeal allowed.
