The State of Jharkhand had acquired private land to construct a connecting road but faced strong resistance from villagers. When land owners refused compensation and encroachments occurred, authorities built an alternative approach road of approximately 700 feet on a different location instead. The Supreme Court allowed the appeal against the challenge to this alternative construction. The Court held that since the underlying objective—completing a connected road on time—was achieved through an alternative route agreed by settlement with villagers, the authorities had substantially complied with their obligations despite using a different location than originally planned.
