The State of Uttar Pradesh challenged a High Court order directing that a respondent's leasehold Nazul land in Allahabad be converted to freehold under rules meant for development authority properties. The Supreme Court held that Nazul land (vested in the State) and development authority lands have fundamentally different origins and vesting modes, justifying distinct Government Orders with different conversion rates. Applying one regime to the other violated no constitutional guarantee. The Court set aside the High Court's order, allowed the State's appeal, and permitted the respondent to re-apply under the correct Nazul land rules.
