A 17-year-old NEET aspirant died after falling from a hostel building in Vishakhapatnam in July 2023. Her father challenged the rejection of his plea for CBI investigation into her unnatural death. The Supreme Court found glaring inconsistencies in medical records, suspicious autopsy findings, missing forensic reports, and non-cooperation by local authorities warranting CBI investigation. The Court transferred the case to CBI and issued landmark binding guidelines for all educational institutions mandating mental health policies, trained counselors, reporting mechanisms, and student protections to address India's student suicide crisis, recognizing mental health as integral to the right to life under Article 21.
