The Supreme Court examined a flawed recruitment process for 31 Laboratory Attendant positions by the Punjab School Education Board. The original selection invited candidates 63 times the vacancy count for interviews without merit-based filtering, formulated selection criteria after written test results were announced (breaching transparency), and improperly awarded marks for rural residence. The Court held that selection criteria must be pre-determined and published, written test marks must carry weightage, candidates should be shortlisted to five times vacancies based on written test merit, and residence-based marks are legally impermissible. The Court ordered a fresh selection with a revised marking scheme (50 marks for written exam, 20 for interview, 15 for practical knowledge, 10 for academics, 5 for experience) and a waiting list of 10 candidates.
