The Supreme Court reversed this decision, holding that the High Court erred in reappraising evidence as an appellate court. Judicial review under Article 226 is limited to examining the enquiry's legality and procedural fairness, not the adequacy of evidence. Where an enquiry is fairly held and some legal evidence supports findings, courts cannot interfere. Minor procedural gaps that cause no prejudice do not justify quashing removal orders.
