The Supreme Court examined a dispute over promotion of a postal worker (Hanuman Giri) to the position of Postman. Although a 1992 examination for promotion was cancelled, a later order directed that 17 vacancies at Kanpur Head Post Offices be filled from successful candidates across multiple divisions. Giri, ranked 12th in his division's merit list, claimed entitlement to promotion. However, the Court found that when considering a common merit list across all three divisions, Giri ranked 43rd with 127.5 marks—below the threshold of 131 marks for the 17 positions. The Court allowed the appeal, setting aside the lower courts' orders that had granted Giri promotion, holding his claim unsustainable based on the correct common merit list.
