The Court affirmed that eligibility criteria and any relaxations are solely within the employer's discretion—no candidate can claim relaxation as a matter of right. Technical procedural objections raised by authorities cannot be dismissed, and courts cannot grant relief in forms not officially notified. The appeal was allowed."
