Tirumala Medical Academy challenged the Dental Council of India's and Union of India's rejection of its application to establish a dental college. The Supreme Court held that the rejection violated Section 10A of the Indian Medical Council Act, 1956 because the applicant was not given an opportunity to rectify deficiencies identified during inspection or a hearing before final disapproval. The Court found clear procedural violations. However, citing subsequent events (settlement with a competitor institution achieved only recently) and the applicant's own delay in submitting required documents, the Court declined to relax the prescribed time schedule or direct re-inspection for the 2018-2019 academic session, instead disposing of the petition.
