The Union of India recruited for Constable positions in the CRPF, advertising OBC-reserved seats. Applicants belonging to Saini, Momin, Gujjar, and Kahar communities, who were listed as OBC in the Central Government's official list for Uttar Pradesh, were shifted to the general category because their castes did not appear in 'Swamy's Compilation,' a private book. The Supreme Court held that relying on private publications was improper. Since Uttarakhand's own OBC list was still under preparation, the official Uttar Pradesh Central list applied. The Court deprecated this practice and directed the Union to appoint the respondents to OBC-reserved positions.
