The Supreme Court held that a candidate for Railway Protection Force constable posts who filled his application form in English but answered the examination in Hindi violated a mandatory recruitment condition. The requirement that application form and examination answer sheet be in the same language exists to verify identity and prevent impersonation. Although the High Court excused this violation as inadvertent due to time gap between application and examination, the Court rejected this reasoning, holding that prescribed procedures in recruitment must be strictly followed. Use of different languages itself disentitles a candidate from relief and justifies rejection of candidature.
