The appellants, a slum dwellers' society and rehabilitator, received a Letter of Intent (LOI) in 2005 to conduct a slum rehabilitation scheme on government-owned coastal property. The scheme required Coastal Zone Management Authority clearance, which delayed implementation. In 2008, the State issued a notification requiring 25% premium payment for such schemes. After the three-month validity period of the LOI expired without extension, the authority demanded premium of approximately Rs. 8.47 crore. The Supreme Court upheld the demand, holding that the appellants should have extended the LOI to keep it alive, and the 2008 regulatory requirements apply when statutory provisions of the LOI lapse.
