An employee sought transfer to a temple based on station seniority while another employee claimed the same position based on both station and service seniority. The dispute hinged on whether seniority should be calculated from the application deadline or the transfer order date. The Supreme Court held that station seniority must be reckoned from the last date of application submission, not the transfer order, to prevent arbitrary delays and manipulation. Nevertheless, invoking Article 142, the Court allowed the senior employee nearing retirement to remain in post until his retirement date, after which the appellant would be posted for three years."
