The Supreme Court held that once a competent tribunal grants such a certificate after hearing both parties, it attains finality and cannot be collaterally challenged by different parties on procedural grounds unless fraud or misrepresentation is shown. The Court set aside the High Court's orders and allowed the appeal, emphasizing that parties should not be subjected to repeated litigation over the same matter."
