Students with locomotor disability sought admission to MBBS courses under the Persons with Disability (PwD) quota for 2019-20, claiming they were entitled to reservation despite failing medical fitness assessments. The Court held that eligibility must be assessed when candidates formally seek admission, not when the selection process begins. As amended Regulations with stricter medical criteria (Appendix 'H') were notified before the candidates' formal applications, those amendments governed their eligibility. Since expert medical boards confirmed the candidates did not meet essential functional requirements, their admission claims were rejected. The Court gave no weight to arguments that amended rules changed mid-process.
