Candidates with Diplomas in Electrical Engineering applied for posts of Technician-III requiring Matric with ITI qualification. Though initially permitted to take the written test and interview, they were excluded from the final selection list. The High Court Division Bench upheld their exclusion. The Supreme Court dismissed their appeals on the merits, holding that prescribed qualifications are matters of recruitment policy not subject to judicial expansion. However, invoking Article 142, the Court granted the appellants age relaxation of four years for any future post advertised up to 30 November 2020, due to the hardship caused by nearly four years of litigation, even while rejecting their substantive claim."
