This judgment addresses the citizenship status determination process in Assam under the Citizenship Act, 1955 and related rules. The Supreme Court rejected appellants' argument that there was a conflict between provisions of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, allowing a second appeal before a Foreigners Tribunal. The Court held that once a Foreigners Tribunal has determined a person's nationality, that determination is final and binding; no subsequent appeal under the Schedule is permissible. The Court also declined to create an appellate forum by judicial order, noting this is a legislative matter. Appeals were dismissed.
