Two ladies had donated 5 acres of land in Kalburagi, Karnataka, to the government for construction of a 'Mini Vidhana Soudha' (a Taluk office complex) at Aland. The government decided to relocate the facility to another site six kilometres away, citing space requirements. A petitioner filed a public interest litigation challenging this relocation as a violation of the gift deed and mala fide. The High Court rejected the PIL. The Supreme Court upheld the dismissal, holding that shifting an administrative facility's location is not a matter of public interest and does not warrant PIL jurisdiction. The Court found this to be an abuse of PIL concepts and imposed costs of ₹25 lakh on the petitioner.">
