Two women donated 5 acres of land for construction of a Mini Vidhana Soudha (Taluk office) in Aland, Karnataka under a conditional gift deed. The State later decided to shift the office location to another site six kilometres away in the same Taluk, citing need for more area. The petitioner, claiming public interest, filed a PIL challenging this shift as violating the gift conditions and involving mala fide. The High Court declined to interfere. The Supreme Court dismissed the petition, holding that shifting a government office location is an administrative matter, not a matter of public interest, and does not fall within PIL jurisdiction. The Court imposed ₹25 lakh costs as penalty for abuse of PIL.
