This case concerns the jurisdictional limits of the Lokayukta, an anti-corruption and grievance redressal body. Respondent No. 1 filed a complaint with the Lokayukta requesting correction of revenue records and mutation of land in favor of legal heirs. The Upa Lokayukta issued an order directing the Tahsildar to rectify the records and collect tax. The Supreme Court held that the Lokayukta can only recommend to competent authorities; it cannot issue positive directions for substantive action. The Court set aside the orders, finding that the complainant had not exhausted statutory remedies available under revenue law, and each statute prescribes its own hierarchy of remedies that must be followed.
