APJ Abdul Kalam Technological University sought to know whether its Syndicate could prescribe norms for college affiliation without issued Statutes. The High Court held the Syndicate's resolutions were ultra vires. The Supreme Court reversed this, holding that the Syndicate's power to set affiliation standards flows directly from the 2015 Act and does not depend on Statutes existing. While universities must respect AICTE minimum standards, they may impose stricter requirements. The appeal was allowed.
