Nine engineering graduates who obtained distance education degrees and later cleared an AICTE examination filed contempt petitions claiming their employer violated court orders by withholding promotion and other benefits. The Court held that the earlier Judgment and clarificatory Order were meant to restore only those benefits candidates were already enjoying when the orders were made, not to grant new advantages they had never received. Since the petitioners had enrolled without departmental permission and were not granted study leave, they had not legitimately enjoyed promotion benefits before. The Court ruled that claiming new entitlements requires a fresh proceeding, not contempt jurisdiction, and dismissed the petitions, imposing costs."
