A lecturer appointed to a college challenged non-compliance with an absorption order confirmed by the Supreme Court. The employer contested payment of arrears and withheld pension, claiming the employee had not actually worked. Rather than adjudicate the complex factual disputes in contempt proceedings, the Court directed the University's Registrar/Vice Chancellor to conduct a full inquiry into actual working, salary arrears, and pension eligibility, with reasoned orders and due process. Pension would be counted from the absorption date unless prolonged absence was proved. Both parties could appeal the University's decision to the High Court."
