This case concerns contempt petitions filed by employees of Magadh University who were not original parties to a 2017 Supreme Court order (approved on a Justice Sinha Commission report) granting salary and pension benefits to certain absorbed employees. The petitioners sought similar benefits but were opposed by the State on grounds they did not actually work during the absorption period. The Court held that since the petitioners were not bound by the original order and the factual question of actual work remained disputed, such matters cannot be resolved in contempt proceedings. The Court directed the University Registrar to conduct a fresh fact-finding enquiry and decide petitioners' salary and pension claims within prescribed timelines, with right of appeal to the High Court."
