A civil contempt petition was filed challenging whether the State Government's issuance of a notification regarding seniority-based promotions for public employees violated Supreme Court directions. The petitioner sought initiation of contempt proceedings. The Court examined whether there was willful and deliberate violation of binding orders. Finding no such violation, the Court held that the State had appointed the Bhatnagar Committee to collect necessary data and was acting in accordance with earlier Court decisions. The notification was not found to be contempt nor invalidated for non-compliance. The contempt petitions were accordingly closed.
