The petitioner sought to quash criminal proceedings filed against him under Section 420 IPC in connection with receiving Rs. 6,00,000 on a promise to secure railway employment through an illegal back-door method. The High Court declined to quash the proceedings but disposed of the petition by directing the Investigating Officer to strictly follow the mandatory arrest procedure under Section 41-A Cr.P.C. and guidelines from Arnesh Kumar v. State of Bihar. The petitioner was not to be arrested till investigation completion, provided he cooperated with the investigator.
