The Supreme Court held that the Board of Control for Cricket in India (BCCI) systematically obstructed implementation of the Court's July 2016 judgment accepting the Lodha Committee's institutional reforms. Despite ample opportunity, BCCI and its President Anurag Thakur persisted in non-compliance. The President falsely claimed he could not enforce member compliance and made false affidavit statements about requesting the ICC to challenge Court-mandated reforms. The Court found him unfit for office and ordered: all disqualified office-bearers must cease office immediately; a Committee of Administrators shall supervise BCCI; notices to show cause for contempt and false statements shall issue against the President under criminal procedure law; the senior Vice-President shall perform presidential duties. This unprecedented intervention was justified by BCCI's intransigence in the face of a final Court order.
