The Supreme Court allowed the appeal, holding that the High Court violated natural justice by not hearing the Council before issuing interim directions. The Court noted that an artificially compressed one-week timeframe could not produce an accurate assessment of the institute's infrastructure and facilities, and that prima facie satisfaction must rest on complete material evidence, not selective consideration.
