The Medical Council of India appealed a High Court decision directing it to conduct a fresh inspection of Vedantaa Institute of Medical Sciences, which had failed its first renewal inspection due to severe deficiencies (84% faculty shortage, 87% resident shortage, only 1% bed occupancy). The Supreme Court held that Regulation 8(3)(1)(a) of the Establishment of Medical College Regulations applies to colleges at first renewal stage and mandates that institutions with deficiencies exceeding prescribed thresholds (>30% faculty/resident deficiency or <50% bed occupancy) are ineligible for renewal or fresh inspection without first rectifying those deficiencies. The Court found no conflict between the Regulation and the Indian Medical Council Act, 1956, and ruled that courts should not interfere with expert regulatory assessments. The appeal was allowed and the High Court's judgment was set aside.
