An employee of the U.P. Dairy Federation was charged with manipulating milk weight measurement through a hidden tanker chamber, causing financial loss. After inquiry found some charges partly proved, he was punished by reversion to minimum pay scale. He challenged the punishment, and the High Court quashed it, holding that the Chairman lacked authority under Regulation 87 of the Service Regulations, 1975, which required Board concurrence. The Supreme Court allowed the appeal, holding that the Dairy Service Rules, 1984—a specific statutory framework—governed disciplinary action, not the earlier Regulations. Rule 15 of the 1984 Rules made the Administrative Committee Chairman the disciplinary authority without requiring Board approval, superseding Regulation 87. The Court found no error in the punishment order.
