The respondent, an employee of Uttar Pradesh's centralized dairy service, faced disciplinary action and reversion after an inquiry found charges partly proved. The High Court quashed the punishment, holding that prior Board approval was required under Regulation 87 of the 1975 Service Regulations. The Supreme Court reversed this, holding that the 1984 Dairy Service Rules, which govern centralized services, are the applicable statutory regime. Rule 15 of those rules makes the Chairman of the Administrative Committee the sole Disciplinary Authority, requiring no prior approval. The 1975 Regulations ceased to apply when dairy societies were removed from Board purview in 1979. The Court upheld the punishment order as validly passed.
