The Supreme Court held that while the delay was negligent and some compensation was warranted, the award was excessive and unreasonable. The consumer had benefited from appreciation in the land's value and had deliberately delayed construction for six years. The Court ruled that interest on deposits was sufficient to compensate for the loss and set aside the Rs. 15 lakh award, holding that Consumer Forums must consider all relevant factors, including the consumer's own conduct and benefits gained, when determining compensation.
