The Supreme Court held that complaints involving disputed factual questions or allegations of fraud cannot be decided by Consumer Commissions, as their proceedings are summary in nature. The Court found no deficiency in service, as the bank's employees had acted bona fide. The appeal was allowed and the lower orders quashed.
