The Supreme Court found that the High Court failed to frame substantial questions of law or provide reasoned grounds for its dismissal decision, despite hearing both parties. The Court held that when a High Court dismisses an appeal after full hearing (rather than summarily), it must frame questions of law and assign clear reasons for its conclusion. The absence of such reasoning is a jurisdictional error making the order legally unsustainable. The appeal was allowed and the case was remanded to the High Court to decide the matter afresh with proper reasons.
