The Supreme Court set aside a High Court judgment that had found the termination of five teachers bad for violating principles of natural justice. During the appeal, the District Education Officer issued an order holding that the original appointing authority lacked competency to appoint these teachers and therefore approval could not be granted. The Court remanded the matter to the High Court for fresh consideration of all contentions, including the validity of the competency determination and who the proper appointing authority should be, while granting the respondents liberty to challenge the District Education Officer's order.
