In Brief
A dental student sought migration from one college to another on medical grounds (asthma). The Dental Council rejected the request, citing regulations that permit migration only on compassionate grounds (death of supporting guardian or government-declared disturbed conditions). The Delhi High Court granted interim relief allowing the student to join the second college pending appeal. The Supreme Court held that the interim order was manifestly wrong as it effectively granted relief contrary to the regulations without considering the applicable statutory framework. The Court set aside the interim order and remitted the matter to the High Court to decide the Letters Patent Appeal on merits.
