Devender Bhaskar and others held diplomas in Art and Craft from Kurukshetra University (distance education) and applied for Arts and Crafts teacher positions in Haryana, which required a diploma from the Haryana Industrial Training Department. The High Court held they were entitled to consideration; the Supreme Court reversed this, holding that equivalence of educational qualifications is a technical matter exclusively for the employing State to determine. The Court found the Kurukshetra University diploma—obtained through correspondence—was not equivalent to the regular classroom-based diploma with more practical components. The Court emphasised that courts cannot expand prescribed qualifications or determine equivalence when expert departments have already decided against it.
