Dharmendra Prasad and others appealed against a lower court decision concerning their seniority in a statutory water authority. While some employees were appointed earlier, the Court held that seniority must follow merit rather than appointment dates when regulations prescribe merit-based seniority. The Court directed that seniority be recast according to the candidates' merit scores as determined by the Selection Committee, using roster points from the Government Order dated 31 August 2001, and dismissed the appeals.
