The DMK challenged the conduct of local body elections in Tamil Nadu, arguing they should be held based on Census data rather than other criteria. The Supreme Court held that effective implementation of Part IX of the Constitution requires proper delimitation exercises following prescribed regulations. While the respondents had used Census data for recent delimitations (except in nine newly formed districts), those districts required fresh delimitation before elections could proceed. The Court found the main grievance regarding Census usage to be satisfied and disposed of the appeals as infructuous.
