The Federation of Haj Private Tour Operators challenged the 2019-2023 Haj Group Organisers Policy, arguing that turnover requirements of Rs. 5 crores and Rs. 3 crores for elite categories were unreasonably high and prioritized financial strength over operational experience. The Supreme Court upheld the policy, holding that judicial review of governmental policy decisions is strictly limited and courts cannot substitute their judgment for the Executive's.
