The Supreme Court examined whether the State of Gujarat was required to reserve 50% of postgraduate diploma medical seats for Government Medical Officers with at least three years' service in remote or difficult areas, as mandated by Medical Council of India regulations. The Court held that Regulation 9(vii) of the 2000 Postgraduate Medical Education Regulations is mandatory and requires strict compliance. The Court directed the State to conduct counseling in accordance with this regulation and to issue any necessary notification defining remote and difficult areas if not already done.
