Gangajali Education Society sought to operate a new medical college in Chhattisgarh. The Ministry of Health rejected the application despite a conditional Letter of Permission and the Oversight Committee's opinion that deficiencies were acceptable. After court direction to reconsider, the Ministry again rejected it citing faculty/residents shortages and clinical material issues. The Supreme Court held the Ministry failed to substantively engage with the OC's detailed analysis, relied on stray incidents rather than patterns, and erred in withdrawing conditional approval. Quashing the rejection, the Court allowed the college to admit 150 students for 2017-18 in the larger public interest, while preserving MCI's inspection rights."
