The state authorities had allotted the land to state Publications despite earlier writ petitions challenging the proceedings. The Court found that authorities had wrongfully claimed the land did not exist in a Survey Report and took conflicting positions about its status. Invoking Article 142, the Court set aside the allotment to state Publications and ordered delivery of the land to the original appellants within eight weeks, remedying the state's bad faith and non-compliance with judicial directions."
